The 2nd Coalition Charter

The 2nd Coalition Charter was proposed on the 5th of January 2055 and passed into power by 21st of March 2058 due to one major problem that the first Charter did not cover. The first charter proposed an economic alliance with a common united military between Humanity and the Valderi. This military however, only existed to keep the peace between two civilizations, not as a true preparation for a war.

Before the Charter could be proposed, the Coalition had to establish a new central headquarters quickly, as its original headquarters had been destroyed on the Valderi homeworld of Keitan. The Coalition Operations Council came to a decision to move the headquarters to New Avalon in the Avalon sector. It took several months to draft an acceptable proposal. Many difficulties arose that called into question what the new proposal was supposed to change. It proved far more difficult than expected to remove senior officers from combat or evacuation duties and assign them to advisory roles. Many of these officers, temporarily removed from duty, expressed frustration at being abruptly taken out of their duties for such a trivial reason.

The 2nd Coalition Charter expanded military powers and capacity in terms of command structure, industrial leverage, fighting forces and technological research. Many of the council also agreed that the galaxy was in disarray and needed the Coalition to restore order. This led to the establishment of the Coalition Military Council, which allowed the military to independently organise and plan operations independently, without prior approval or orders from the Coalition Operations Council.
